Le Rôle Du Rwanda Dans Le Conflit Du M23 : Entre Influence Régionale Et Violation Du Droit International

Abstract


La résurgence du Mouvement du 23 mars (M23) à l’Est de la République Démocratique du Congo (2021-2026) a réactivé l’une des crises géopolitiques les plus complexes de la région des Grands Lacs. Alors que Kigali qualifie ce conflit de crise interne congolaise, la persistance des affrontements soulève la question centrale de l’ingérence étrangère. Cet article analyse le rôle du Rwanda à travers une double grille de lecture : le réalisme offensif en relations internationales et la responsabilité de l’État en droit international public. En s’appuyant sur une analyse critique des rapports du Groupe d’experts de l’ONU, des données géospatiales et de la jurisprudence internationale, cette étude démontre que le soutien rwandais dépasse la simple influence diplomatique pour constituer une intervention militaire directe (« boots on the ground »). Les résultats mettent en évidence une stratégie hybride où le Rwanda utilise le M23 comme vecteur de projection de puissance pour sécuriser une zone tampon et des intérêts économiques, remettant substantiellement en cause le principe de non-agression et de l’intégrité territoriale de la RDC. L’article conclut que sans une requalification juridique de cette agression et l’application de mécanismes coercitifs internationaux, la stabilité régionale demeurera illusoire.
