Etat De Lieux Et Analyse De La Péréquation Financière A Madagascar

Abstract

Development is a goal shared by all countries, with various national strategies in place, often focused on key sectors and based on macro-economic aggregates. However, these centralized approaches rarely involve local populations in their implementation. In Madagascar, local development remains under the control of the central state, and decentralization is supposed to foster a more equitable distribution of resources.

Financial equalization between local authorities aims to reduce inequalities by redistributing resources, without however guaranteeing perfect equality. Its constitutional framework sets out a general direction, but does not specify the exact level of equity to be achieved, which can lead to disparities in the distribution of resources.

Reducing these inequalities requires a broader approach combining financial mechanisms, administrative and fiscal reforms, climat status, demographic, social and economic environement. Local capacity-building, training for local players and better participatory planning are essential to improve the effectiveness of equalization.

Finally, to ensure more balanced and inclusive development, equalization must be clearly linked to territorial justice and articulated with other development instruments, thus guaranteeing a fairer distribution of public resources.
