Abstract

Digital technology promises wider markets for micro, small, and medium enterprises (MSMEs), yet standardized training assumes a uniformity of readiness that rarely holds on the ground. This study examines how a community service intervention in RW 09, Rancabungur Village, Bogor Regency, responded when that assumption failed. A qualitative descriptive design drew on field observation, brief interviews during visits, program documentation, and the team's accountability report. After attendance thinned during the opening socialization, the planned group workshop gave way to door-to-door assistance covering WhatsApp Business, food-delivery registration, business identity, and QRIS. Roughly 12 MSME actors engaged, and three requested banners and QRIS materials, which were produced and delivered. A WhatsApp-based Knowledge Sharing Community was then established as communication infrastructure. The study proposes an Emergent Adaptive Digital Empowerment Model in which participant heterogeneity itself triggers adaptation, and treats continued collective learning as a possibility rather than a demonstrated outcome.
