De Luanda A Washington : La Diplomatie Américaine Comme Alternative A L’essoufflement Du Panafricanisme Sécuritaire En RDC

Abstract


Cet article analyse le glissement récent du leadership diplomatique dans la résolution de la crise du M23 dans l’Est de la République Démocratique du Congo (RDC). Face à l’essoufflement des initiatives panafricaines notamment le Processus de Nairobi (EAC) et l’Initiative de Luanda (Angola) , les États-Unis ont imposé fin 2025 une médiation directe ayant abouti aux Accords de Washington. À travers une démarche qualitative processuelle, cette recherche démontre que cette substitution ne relève pas d’un simple opportunisme géopolitique, mais constitue une réponse fonctionnelle à l’incapacité structurelle de l’Architecture africaine de paix et de sécurité à imposer des mesures coercitives à ses États membres. L’étude révèle comment Washington a déployé un « minilatéralisme coercitif » asymétrique, redéfinissant le concept d’« appropriation africaine » (African ownership) vers un modèle d’appropriation partagée sous leadership externe. Les résultats soulèvent des questions critiques quant à la souveraineté des États de la région des Grands Lacs et à la durabilité des cadres de paix externalisés.
