Stratégie A Préconiser Pour Atteindre La Bonne Gouvernance Financière Dans Le Secteur Public Malgache

Abstract


RESUME

Le secteur public malgache a une mauvaise réputation suite à l’existence de plusieurs gabegies financières, détournements des fonds publics, corruptions, à la lourde bureaucratie, certes à une mauvaise gouvernance.

Cette condition requiert une attention particulière au niveau des décideurs et de tous les acteurs dans le secteur public. Egalement, Madagascar a besoin de mobiliser les ressources nécessaires notamment à travers le changement de comportement et l’amélioration de la gestion des finances publiques, pour que cette gestion soit plus transparente et performante. Des outils proposés par le New Public Management peuvent être utilisés notamment le contrôle interne, l’audit interne, l’audit externe et la lutte contre la corruption.

ABSTRACTS

The Malagasy public sector has a bad reputation, as a result of several financial mismanagement, embezzlement of public funds, heavy bureaucracy, corruption, certainly poor governance.

This condition requires special attention at the level of decision-makers and all actors in the public sector. Madagascar also needs to mobilize the necessary resources, in particular through behavior change and the improvement of public finance management, so that this management is more transparent and efficient. Tools offered by New Public Management can be used in particular internal control, internal audit, external audit and the fight against corruption.
